We are proud to launch 4evergreen’s 2025 Annual Report, on the occasion of 4evergreen’s May Face-to-Face, marking five years of coordinated collaboration and highlighting 2025 as a key year of progress towards perfecting the circularity for paper-based packaging. 

In 2025, our alliance put collaboration into action, with over 100 companies across the paper-based packaging value chain working together to achieve a 90% recycling rate by 2030. 

This year marked significant progress for our Technical Toolbox, including the release of the Recyclability Evaluation Protocol and updated versions of the Circularity by Design Guideline and Guidance on Improved Collection and Sorting. Alongside this, key terminology updates were carried out to bridge policy objectives with real-world implementation. 

This special report offers a unique look behind-the-scenes of each workstream, combining visual timelines of past achievements with forward-looking insights from the co-leads shaping the work. This edition goes beyond achievements alone to highlight the dedication of the people driving the alliance. 

Over these years, shared ambition translated into concrete action through practical, evidence-based guidance. Each year, the recycling rate for paper-based packaging has moved closer to our 90% target set for 2030, reaching 87% in 2023, up from 82% in 2019. 

In 2026, we are building on our progress and milestones. With the rollout of an updated Technical Toolbox and continued advancements across technical, policy and standardisation work, the focus remains on delivering real-world solutions across the paper-based packaging value chain.
